School Philosophy Students Rights and Responsibilities Education is a responsibility shared by students, staff, and parents. We believe in a learning environment that promotes academic growth and self-esteem while valuing individual differences. By working together we will provide an atmosphere where all students have an opportunity to develop to their fullest potential. We believe all students have the right to attend school and pursue their education in an environment free from fear or physical abuse, emotional trauma, and racial, ethnic, or gender slurs. Students will respect each other all school personnel, participate fully in academic activities, follow directions and rules, attend school regularly and arrive and leave at the appropriate times. Staff Responsibilities Teachers are professionals, and they will strive to be cooperative, flexible, communicative, supportive, positive, and fair in the academic process of your child’s learning. The entire school staff is responsible for modeling and teaching the rules of the classroom and the school as a whole. Teacher Qualifications At the beginning of each school year, starting in 2002-03, LEAs receiving Title I funds must inform parents of their right to request information regarding the professional qualifications of their child’s teacher including, at a minimum: · Whether the teacher has met state credential or license criteria for grade level and the subject matter taught. · Whether the teacher is teaching under emergency or other provisional status. · The baccalaureate degree major of the teacher and any other graduate certification or degree held. · Whether the child is provided services by paraprofessionals, and, if so, their qualifications. Parents must also be notified if their child is taught by a teacher that is not “highly qualified” for four consecutive weeks. |

Parents of English Learner Students In addition, the parents of limited English proficient (English Learner) students participating in a language instruction program shall be notified, no later than 30 days after the beginning of the school year, of the following: · The reasons for the identification of their child as limited English proficient and why they are in need of placement in a language instruction educational program; · The child’s level of English proficiency, how such level was assessed, and the status of the child’s academic achievement; · The methods of instruction used in the program in which their child is, or will be participating, and the methods of instruction used in other available programs, including how such programs differ in content, instructional goals, and the use of English and a native language instruction; · How the program in which their child is, or will be participating, will meet the educational strengths and needs of their child; · How such programs will specifically help their child learn English, and meet age-appropriate academic achievement standards for grade promotion and graduation; · The specific exit requirements for the program, including the expected rate of transition from such program into classrooms that are not tailored for limited English proficient children, and the expected rate of graduation from secondary school, if applicable; · In the case of a child with a disability, how such programs meet the objectives of the IEP of the child; · Information pertaining to parental rights that includes written guidance detailing the right of parents to have their child immediately removed from the program upon their request, and the option parents have to decline to enroll their child in the program, or choose another program or method of instruction, if available, and assisting parents in selecting among various programs if more than one program is offered. |

Schools in Program Improvement or Corrective Action Any school that has been identified for Program Improvement or Corrective Action must promptly notify parents as follows: · An explanation of what the identification means, and how the school compares in terms of academic achievement to other elementary schools or secondary schools served by the LEA and the State educational agency involved; · The reasons for the identification. · An explanation of what the school identified for school improvement is doing to address the problem of low achievement; · An explanation of what the LEA or State educational agency is doing to help the school address the achievement problem; · An explanation of how the parents can become involved in addressing the academic issues that caused the school to be identified for school improvement; |

Attendance Students are expected to be in school except in case of emergency or for reasons listed below:
If a student will be absent, parents are to report the absence to the school between the hours of 9:30 a.m. and 10:30 a.m. Please be sure to write a note containing the date and specific reason for the absence. Absence forms are also available in the office. Absences impact your child’s academic success. In addition, your child’s attendance is directly related to the district’s revenue. Therefore, each absence impacts the district, the school and your child’s classroom. If your child will be absent an extended amount of time (at least 2 days), you may call to request homework. Please call in the morning to pick it up after school or call in the afternoon to pick it up the following morning. Parents who fail to maintain adequate attendance for their students can expect the following progressive steps;

CALIFORNIA ATTENDANCE LAWS Compulsory Education E.C. 48200 Each person between the ages of 6 and 18 years is subject to compulsory full-time education. Excused Absences E.C. 46012 Excused absences are as follows: illness, quarantine, medical services and funerals. (Parents/guardians/ must write an excuse stating the reason for each absence). Tardies Students arriving late to school are to report to the office for a tardy slip. Parents will be notified of the third tardy. Please have your child on time every day. Late arrivals interrupt the educational process for your child and others in the classroom Truant Pupils E.C. 48260 Any pupil subject to compulsory full-time education who is absent from school without valid excuse more than three days or tardy in excess of 30 minutes on more than three days in one school year is classified as a truant and shall be reported to the attendance supervisor or to the superintendent of the school district. The parents or guardians who fail to get their children to school are guilty of an infraction and subject to prosecution pursuant to Article (commencing with Section 48290) of Chapter 2 of Part 27.

Student Emergency Cards/Forms Parents are required by law to complete the requested information on the District cards. These cards will be on file in the school office in case the school must contact either the parent or designated person for student illness, accident, or other emergencies. In the case of serious illness or accident and no one can be reached, a school employee will accompany the child to the emergency hospital. PLEASE BE SURE YOUR INFORMATION IS COMPLETE AND ACCURATE FOR EACH CHILD IN YOUR FAMILY ATTENDING A.M. WINN. NOTIFY US OF ANY ADDRESS OR TELEPHONE NUMBER CHANGES THAT OCCUR DURING THE SCHOOL YEAR.

SCHOOL DISCIPLINE CODE In order to guarantee your child and all the students at A.M. Winn Elementary School the excellent learning climate they deserve, we are utilizing the following basic discipline code from the first day to the last day of school.

Student Recognition (School-Wide) Regular Awards Assemblies will honor improvement in or continued excellence in student ATTENDANCE, BEHAVIOR, and/or ACADEMIC ACHIEVEMENT. Parents are invited to attend these celebrations.

Personal Appearance All students are expected to be neat, clean and wear apparel that does not draw undue attention to the wearer. The following apparel is not considered appropriate: · Articles of apparel with offensive language and/or slogans, drug, alcohol and smoking logos are not to be worn to school. Gang related colors, symbols, etc. will not be permitted. · Shoes must be worn in school at all times. Shoes which protect the feet and are suitable for P.E. are strongly encouraged. Shoes with high heels, cleats, spikes, skating shoes, or rubber sandals are unsafe and will not be permitted. · Strapless tops, dresses and/or blouses with very thin (spaghetti type) straps and see-through blouses/tops may not be worn to school. Tops must be long enough to be tucked in-no bare midriffs. · Shorts must be mid-thigh in length. · Hats are not to be worn indoors, but may be worn to protect from the sun outdoors. · Long earrings or excessive jewelry are not allowed. · No make-up, cologne, or perfume. · Baggy, excessive oversized or “sagging” pants are unacceptable. · Chains worn on clothing as adornments are unacceptable. Tobacco Use On Campus Tobacco use is prohibited in the interest of public health. It is a violation of the Sacramento City Unified School District Policy 3513.3 to use tobacco products anytime on district property. |

Illegal Activities Any activity, which is illegal under California law, is also illegal on any school campus, and schools are required to enforce the law. In addition to legal penalties, pupils may be subject to school discipline procedures, which include being kept after school up to one (1) hour, suspended or removed from school. The following represents those activities termed illegal:

Prohibited/Illegal and / or Dangerous Items Because of pupil safety and/or possible classroom disruption, the following items are prohibited from the school. Pupils who bring such items to school are subject of confiscation of those items disciplinary action, and probable arrest:
Any confiscated items except illegal items or those used as evidence in criminal violations, may be returned to the parent or guardian of the pupil at the school administration’s discretion upon request of the parent or guardian. NOTE: The school cannot accept responsibility for personal items brought to school.

Sexual Harassment It is the policy of the Sacramento City Unified School District to maintain a learning and working environment that is free from sexual harassment. Sexual harassment is a form of sex discrimination under Title IX of the Education Amendment of 1972 and is prohibited by both federal and state law. It shall be a violation of this policy for any member or student through conduct or communication of sexual nature as defined in Section2. It shall also be a violation of this policy for students to harass other students through conduct or communications of a sexual nature as defined in Section 2. |

Violent Acts – Required Principal Action Recent changes in
state law make it mandatory that the school principal take the
following actions related to pupil assaults and batteries on campus.

School/Home Communication
|
|
|
Textbooks All basic textbooks are loaned to students for their use during the school year. Books are to be kept clean and handled carefully. If books are lost or damaged, you will be required to pay for the damages or loss. Education Code 48904 states that schools may withhold grades, diplomas, and transcripts until damages have been paid. All sixth grade students are required to pay for lost books and any other debts owed to the school before participation in end-of-year sixth grade activities.

Library Books Students will receive notification of library books, which are overdue, and the cost of the book. Overdue books or money to replace the book need to be returned to the library. Education Code 48904 states that school may withhold grades, diplomas, and transcripts until damages have been paid.
|
|
|
Computers Classrooms are connected to a school network, as well as the Worldwide Web. The school district screens out inappropriate Web sites.
|
|
|
Homework Policy & Time Guideline Which may be assigned per grade level: Kindergarten 10-20 minutes a night plus 20 minutes of reading Grades 1 – 3 20-40 minutes a night plus 20 minutes of reading Grades 4 – 6 40 – 60 minutes a night plus 20 minutes of reading There may be special projects, which might be assigned on a long-term basis. Homework is generally not assigned on weekends or holidays, unless a student has been absent and has make-up work to complete. If homework is not turned, the student’s grade will be affected, and the teacher may require the student to complete his/her assignment during the school day or in the after school Homework Club. The teacher will also notify parents of the uncompleted assignment by note, phone call, progress reports on conferences.

Telephone Students will not use the office school phone unless an emergency occurs and with permission. Students will NOT be allowed to use the phone to make transportation arrangements, ask permission to go to a friend’s house, or stay for after school programs. Students will only be permitted to use the office phone for emergencies.
|
|
|
Report Cards/Retentions The students receive three report cards throughout the school year. First trimester conferences are scheduled for all parents. Progress Notices are sent home eight weeks into each trimester to inform parents of problems areas. A California Standards – based report card will be used again this year. It is based on 5 point proficiency levels. The school shall verify receipt of the notice by the parents/guardians by requesting that a signed copy be returned to the teacher. There are then four weeks to remediate the target area(s). Second trimester conferences are held for students who are having difficulty, new students, or at teacher/parent request. Students at risk for retention will be identified at the first Trimester reporting period. An intervention will be established. Students will be retained, if not reaching grade-level criteria.

MEDICATION If it becomes necessary for a student to take any medication, a form (available in the office) must be completed by the parent and physician and kept on file in the office. All medication must be kept in the nurse’s office and dispensed by school staff. PLEASE DO NOT SEND ANY MEDICATION TO SCHOOL UNLESS THE APPROPRIATE FORM HAS BEEN COMPLETED AND SUBMITTED IN IT ‘S APPROPRIATE CONTAINER.

LASSROOM VISITORS According to policy set by the Board of Education, parents may visit the classroom anytime except during a period of testing. All visitors are required to register in the school office before going on campus. A “visitor” badge will be issued. This will allow school personnel to be aware of all persons on the school grounds. For the safety and well being of our student’s, individuals who persist in entering classrooms without prior notification from the office will be escorted off the campus in an expedient manner. No one is allowed to come on campus and disrupt school activities. Forgotten lunches, money, glasses, homework etc. should be brought to the office. Students are not permitted to bring other children to school as guests. Non students are not allowed on campus until all school activities are over.

VOLUNTEERS All regular classroom volunteers must have clearance from the District Office. Clearance includes successful passage of finger printing and a TB test. Forms can be obtained from the office.
|
|
|
Cloths Lost and Found The lost and found area is in the cafeteria. Children are to check with the lost and found after school if they have lost an item. If not claimed, the item will be sent to the Clothes Closet at the end of school year. LABELING OF CLOTHES, LUNCH BOXES, OR LUNCH BAGS SHOULD BE DONE BY THE PARENT OR GUARDIAN. Clothes Closet If your children are in need of clothing, please notify the office immediately. We will assist you in completing the referral form to a local help agency. NO CLOTHING WILL BE ISSUED WITHOUT A REFERRAL FORM.

SCHOOL FACILITIES Use of School Facilities Applications for use of school facilities during non school hours can be obtained from the main office or the district office. Responsibility for Damages Parents and guardians have a responsibility to the community for damages caused by their children to school property during or after school. (The California Education Code 48909) (Section 53069.5 of the Government Code.)

STUDY TRIPS Educational study trips are an integral part of our program and may be taken at various times during the school year. These trips are usually taken in the morning with transportation provided by school buses or insured private drivers. Adult (District cleared) supervision is required. If adequate supervision (i.e. parent volunteers) are not District cleared or NOT provided, trips will be canceled. Please let your child’s teacher know if you are available to assist in supervision. Written permission signed by the parent/guardian is required before a student may participate.

SUPPORT SERVICES / PROGRAMS
|

School Improvement Program State funds are provided to implement School Improvement Program (SIP) which was designed to insure student competencies in basic skills and knowledge in other curricular area. A School Site Council(SSC), composed of school personnel and parents/guardians, is given the opportunity to work together to assess, plan implement, and evaluate the school program. Various committees, composed of council members.

English as a Second Language (ESL) Program ESL services are provided with the goal of advancing a students command of English as quickly as possible.
|
|
|
ESL/Citizenship Classes – Adults The SCUSD offers these classes for all interested adults: Monday/Tuesday/Wednesday evenings with child care. Start date will be announced.
|
|
|
No Child Left Behind This federally funded program provides money to assist students who attend school in low-income areas. It is designed to work together with the State programs. A.M. Winn is a school-wide Title One School.
|
|
|
Resource Specialist Teacher (RSP Teacher Under the Comprehensive Plan for Special Education (CASE), this teacher provides testing, program planning, special instruction, and tutoring to students from the regular program that have been identified as having special needs.
|
|
|
School Psychologist The psychologist will provide services to students, parents, or staff through counseling groups as well as one on one counseling. The psychologist will support developing student problem solving skills and positive emotional growth through various programs. The psychologist will play an active role in the SST.
|
|
|
Language, Speech, and Hearing Specialist This language specialist identifies language, speech, and hearing problems in students and designs programs for remediation. Kindergarten through sixth grade students are eligible for services offered by the language specialist.

START Free, three-hour after school and summer program staffed at 20 students to 1 program leader. It provides homework help, literacy and math activities. A snack is provided. Parents must apply and sign a contract for student participation. |

Healthy Start The school received a state operational grant, to work with Abe Lincoln Elementary School, to provide public services and community involvement at A. M. Winn. |

Student Council Intermediate students can take a part in school decisions and develop leadership skills. Students must be elected and meet the minimum academic and behavior qualifications. |

Noon Duty Assistants Noon duty assistants are adults paid by the
school to supervise noon activities at each school. The principal
assigns tasks to the noon duty assistants to maintain a pleasant and
safe lunchtime atmosphere. They supervise the lunchroom,
playground, and rest rooms. |

Contacting A Teacher We encourage parents to maintain regular contact with classroom teacher. Teachers are usually available to accept calls 15 minutes before the school day begins and 15 minutes after the academic day ends. Non – emergency calls will not be transferred during our instructional day.
